I dunno exactly why they use those cels but sometime
it's to do minor correction to the drawing or add
some shading. It's also make the lines stronger and
define better the area of the cels.

In some case, that extra layer is realy needed as the
lines aren't on the original layer. The problem is
that if you don't put the two layers exactly in the
right position, it makes you want to go get some new
glasses... or wonder what you just drunk... :)
