Tell that guy to just haul his/her ass to a print shop
and get the dang thing scanned there. If that cel is
really worth it, then that picture may be worth a
thousand dollars.
Otherwise, talk with the authorities at e-bay.
Tell them what's going on and ask them to look into it.
