The background is the right one.
The cel is from the TV series, Nettouchen season 2, episode 36.
It is on vol 14 of the Japanese TV series LD set.
It is on Viz video VVHB-007  Hard Battle: Melancholy Baby at about 35:56 into the tape.
The episode title is "The Ultimate Team-Up!? The Ryoga/Mousse Alliance".
