It is is japanese, but the opening cels down the bottom
say that they are limited reproductions made by Toei. 
I just mention this because I while back I saw opening
cels on Anime Shop Pocket that went for hundreds of dollars.
I don't know if they were reproductions or the originals
but I think that all Sailor Moon fans should know that there
were reproduction cels made.
