I suppose the first question would be:  did you buy
it from a reputable dealer?

If yes, I wouldn't worry about it.  If no (as in, you bought
it from an individual or you later heard this dealer
had a bad history) , perhaps you could give some more info 
on the cel.  Do you have any specific reason to raise a
concern that it's not legit?

Sailor Moon cels often come with mismatched backgrounds,
especially from the later seasons.  If that's what's
worrying you then you can rest easy.  =)
