I've answered this one before, so I might as well answer
it again since Mangaya was kind enough to write ME with
the answer when I was asking (I had a Book cel a while back,
and had no clue what it meant...)

Okay, I'll try to make sense:

A book cel is several layers of cels.  You have the 
background, then the cel layers (character layers), and
then another layer that corresponds to the background. (I
wish I still had that cel or a pic, I'd upload it :P)
Like, you have a forest in your background, then your
character, and then he's standing slightly behind a tree
(which is another layer - separate tree layer)  I think
"book" can also refer to special effects layers, but I'm
not sure... I think it mostly refers to background elements
which are also in the foreground...  When all layers are
together, they are a "book" cel.  =)
