In Japan, seiyuu are very popular. Often fans know who
play the voice of this or that character but not who
created the anime or made the design.

Outside of Japan, people nearly don't care about who
is playing the voice. (They care about the result but
not the actual person). For them, the character
designer is much more important as it's him/her who
created the "artwork" of the anime.

So I guess it all depend who you want to impress... :)
In any case, some people are so famous that whatever
their involvment in the anime, you may want a
signature from them :)
