I saw that too, and was wondering about it. if you click
on it, the link says that they've either been suspended by
ebay or they have inactivated their account--neither option
makes much sense if they're selling stuff. They only have
one neg feedback out of a ton...but i'd still write them
and ask about it, if you're planning on bidding on the cel.
Usually contacting the seller is a good idea if you're
wondering about their integrity--or, if you must have the
cel, use the escrow service--it's pretty easy and
relatively cheap considering the peace of mind it buys...
