Yes, I have.  I've seen ONE real Toshinden cel!
Chances are, I will never see another one since
the only Toshinden cels that ever made it out were
those that were stolen or released by the staff.
These actions prompted the creators of the Toshinden
anime to *burn* all the remaining cels.

Although Toushinden cels are scarce, they don't seem
to be in super high demand.  You may be able to get 
one for a resonable price, all things considered.
