Cels Forum

I've been meaning to ask this for awhile, but I kept putting
it off. I tried using the search feature on this forum, but
I'm such a jinx at technology and I kept getting back old
messages about Sailor Pluto and Neptune cels.  Go figure! ^_^
Anyways I was wondering what a turn cel was as I've been 
seeing this term pop up lately.  Thanks!
