Here's the scoop.

The Post Offices' International Money Order(pink form) is
only valid for certain countries (i.e. valid for Japan, NOT
valid for England). The Post Office's alternative is some 
form that takes *weeks* to arrive, and evidently is a real pain.

I can't vouch for all banks, but my bank has International 
Money Orders, that I use all the time. I'd imagine that you don't need an account to get one, so go into another bank and see if they have International Money Orders.
