Perhaps another reason good Sailor Moon cels are hard to find is the fact 
that the series ended almost five years ago. 

Although the series had over 200 episodes and many movies,
most of the great cels are in people's collections, and most
collectors are not willing to part with them. ^_^

But, keep looking. Anime Shop Pocket has some spectacular 
Sailor Moon cels when the upload.
