Do all Japanese have the peg holes along the top of cel? (Fri Sep 10 04:40:23 1999

Hello,
While checking out a cel for sale of Nausicaa I noticed that the peg holes are on the bottom. Thought that all anime had the holes on the top and U.S. animation had the holes along the bottom. Are there exceptions to the rule?
