The CMP thread sort of introduced the topic of Hanken cels to this forum. I'm sure HCs were addressed earlier, but I did a little research.
Real Hanken cels are not only expensive to buy but they're expensive to produce. It takes a team to produce each one; these teams usually have the artist(who does the original drawing for the cel, a color rough, and also inks all the lines to the cel) a color coordinator that picks cel paint colors that match the color rough, and the painter. The background usually has another team behind it(often a studio that specializes in JUST backgrounds.)
I asked an AIC employee about this matter. Since the facilities and manpower to do the entire process are within AIC's capabilities, it's a little cheaper for them. Some studios have only 1 in-house background artist or color coordniator so they need outside support.
Unfortunately, my friend can only provide educated guesses, as he hasn't done any work on cels in years, nor does he really work with the art department too closely.
On avergae, he told me Hanken cels cost about 70,000-80,000 yen to produce, sell for around 150,000-300,000(you are paying for the license to the image) and video/LD covers go for about 500,000 yen.
Naturally the popularity of a series and the scarcity of these fine cels drive the prices way above the figures I've given here, but I suppose this might give perspective Hanken cel buyers an idea of what to expect.
And no, I will not bug the person that gave me this info to sell some Hanken cels so don't waste your finger power asking me. =)
